China's Boao has announced on March 25, 2025 the establishment of its first zero-carbon demonstration zone, a significant step forward in the country's pursuit of low-carbon development, according to authorities in Hainan. The demonstration zone has successfully reduced carbon dioxide emissions from buildings and other infrastructure from 11,300 tonnes in 2019 to zero tonnes in 2024, according to data from local authorities.

2024年3月18日，“博鳌近零碳示范区”启动运行，经过一年的努力，示范区节能减排成效显著，正式宣告完成从“近零碳”到“零碳”的关键跨越。所谓“零碳”，不是完全不排放二氧化碳，而是通过计算温室气体排放，设计方案抵减碳足迹、减少碳排放，直至达到碳的相对零排放。据悉，示范区通过建立可再生能源利用、建筑绿色化改造、交通绿色化改造、新型电力系统建设、物资循环利用、水资源循环利用、园林景观生态化改造、运营智慧化相结合的“八位一体”区域降碳布局，实现零碳运行，在国内首次获得德国能源署颁发的“零碳运营区域”的认证，达到国家标准《零碳建筑技术标准》中“零碳区域、零碳建筑和低碳建筑”的指标要求，达到了“国际一流、国内领先”水平。
为推进示范区由“近零碳”向“零碳”跨越，示范区自运行以来，不断深化节能降耗，推进交通用能电气化、船舶及园林机械电气化，建立区域碳排放运行管理体系，实现了碳排放强度实时监控。实测数据显示，示范区建筑和基础设施用能产生的二氧化碳排放量从基准年（2019年）的1.13万吨到2024年全面实现零碳。下一步，示范区还将继续探索零碳城市运行管理经验，努力将示范区的创建经验向广大热带地区推广应用，为全球“零碳标准”提供“中国答案”。

实现碳达峰碳中和是一场广泛而深刻的经济社会系统性变革。立足我国能源资源禀赋，坚持先立后破，有计划分步骤实施碳达峰行动。完善能源消耗总量和强度调控，重点控制化石能源消费，逐步转向碳排放总量和强度“双控”制度。推动能源清洁低碳高效利用，推进工业、建筑、交通等领域清洁低碳转型。
Reaching peak carbon emissions and achieving carbon neutrality will mean a broad and profound systemic socio-economic transformation. Based on China's energy and resource endowment, we will advance initiatives to reach peak carbon emissions in a well-planned and phased way in line with the principle of building the new before discarding the old. We will exercise better control over the amount and intensity of energy consumption, particularly of fossil fuels, and transition gradually toward controlling both the amount and intensity of carbon emissions. We will promote clean, low-carbon, and high-efficiency energy use and push forward the clean and low-carbon transition in industry, construction, transportation, and other sectors.
